Like Clark, whom he admires, Clinton is concerned at America's retreat into unilateralism and widespread antipathy to the global superpower's position on Iraq.

"Americans need to recognise that the world's view of us on Iraq is not just about Iraq - it's about the general pattern of unilateralism," said Clinton.

"We withdrew from the conference on nuclear test banning, the Kyoto Climate Change Accord, the International Criminal Court, the anti-ballistic missile treaty and we've declined to do a number of other things that a co-operative nation would do."
